The Global Air Pollution Crisis and Net-Zero Transition: Health and Industrial Challenges Driven by Climate Change

The EU’s Copernicus Atmosphere Monitoring Service has warned that one-third of the global population is exposed to extremely high concentrations of ozone. Meanwhile, Taiwan is actively seeking to participate in global climate governance and technical cooperation through international net-zero sustainability exhibitions and diplomatic channels.

The environmental impact of climate change is intensifying, not only directly affecting global public health but also forcing nations to accelerate industrial transformation. According to the latest analysis report released by the European Union's "Copernicus Atmosphere Monitoring Service" (CAMS) on September 30, 2026, approximately 34% of the global population had been exposed to "extremely poor" levels of ground-level ozone pollution as of September 15 this year. This data reveals the complex and dangerous interaction between extreme heatwaves, frequent wildfires, and anthropogenic pollutant emissions. When high temperatures and intense sunlight occur, gases from vehicles, industrial emissions, and wildfires undergo chemical reactions to form ground-level ozone, posing a severe challenge to global ecosystems and human health.

Multiple sources confirm that the world faces structural dilemmas in addressing climate change and air pollution. Although the international community has achieved phased results in reducing some major air pollutants over the past few decades, the rate of improvement for ground-level ozone pollution remains relatively slow. The EU analysis report clearly points out that this pollutant carries high health risks, including damage to lung tissue and the induction of respiratory diseases and asthma.

Meanwhile, Taiwan is also taking active measures. On September 24, Representative to New Zealand Joanne Ou publicly called for attention, emphasizing Taiwan's advantages in green technology, renewable energy, and climate resilience, and advocating that Taiwan should meaningfully participate in the "United Nations Framework Convention on Climate Change" (UNFCCC) to contribute to global carbon reduction goals.

Currently, there are discussions and differences at various levels regarding the response pathways to climate change. The EU report focuses on the direct link between atmospheric monitoring data and environmental health, highlighting the intractability of ozone pollution; whereas Taiwan's policy perspective focuses on a dual strategy of "participation in international organizations" and "technology export." Furthermore, the industrial demand for net-zero transition is becoming increasingly urgent. The upcoming "2026 Taiwan International Net-Zero Sustainability Exhibition" demonstrates that the business sector is attempting to transform climate challenges into opportunities for industrial upgrading through technical means such as CBAM compliance, deep energy conservation, and green finance.

However, whether these technical solutions can effectively mitigate atmospheric pollution, and whether the international political landscape will allow Taiwan to participate more deeply in global climate governance, remain key variables yet to be confirmed.

These environmental and policy changes have had a profound impact on global industries and public policy. At the industrial level, global enterprises are accelerating their alignment with international carbon reduction trends. The exhibition brings together iconic companies such as Taipower, Delta Electronics, and Siemens, showing that green power trading and carbon management have become core strategies for corporate survival. At the social level, the spread of ozone pollution directly threatens the health of one-third of the global population; this is not only a public health issue but may also increase the burden on national healthcare systems. Policymakers must strike a balance between economic development and environmental protection; how to maintain strict environmental standards while reducing tariffs to promote trade has become a common challenge for governments worldwide.

Although there is a consensus on the urgency of climate governance, it is necessary to avoid over-interpreting the effectiveness of any single technology or policy. For example, while green technology and renewable energy are important tools for carbon reduction, their promotion speed is still limited by international geopolitical and economic conditions. Furthermore, although the EU's monitoring data is indicative, the formation mechanism of ozone pollution is extremely complex; simple emission reduction policies, if lacking cross-border cooperation and systematic climate resilience construction, are unlikely to be effective in the short term. When promoting net-zero transitions, countries should carefully evaluate the actual environmental benefits after technology implementation, rather than stopping at industrial declarations.

Future observations will focus on several key aspects: First, whether the concentration of global ozone pollution will slow down with the fading of seasonal heatwaves, and whether the EU will subsequently propose more mandatory cross-border emission reduction guidelines for this phenomenon; second, Taiwan's diplomatic progress in striving to participate in the UN system, and whether it can establish deeper climate cooperation mechanisms with the international community through technology exports; finally, whether the substantive cooperation results of companies from various countries in fields such as micro-hydropower and carbon management at the upcoming International Net-Zero Sustainability Exhibition can be effectively transformed into commercially viable climate solutions will be an important indicator for observing changes in the global climate industry chain.
